Mexico had never got out of a World Cup group until Peña put away a penalty against Belgium at the Azteca on 11 June 1970 and the hosts won 1-0. The Hawk captained Mexico at both the 1966 and 1970 World Cups, won 82 caps between 1961 and 1974, made the CONCACAF Championship select side in 1965 and 1967, and was named in the region's Team of the Century in 1998.
